Maine, Rabies, and the Department of Agriculture

Any other Mainers get a letter from their vet about upcoming legislation to force vets to report rabies vaccinations to the Maine Department of Agriculture so they can compile lists by municipality in order for the towns to enforce dog registrations? Apparently the DoA gets funding (in part?) from said registrations. I think it's crap. Too bad this state is so broke. Any thoughts?
