Hot Spots
I doubt that it would be either in that location. However it could be ringworm or some type of fungus that seems to be going around. Rush has had a couple on his lips and the vets are growing cultures trying to determine just what it is.

PS Hotspots are caused normally from an allergy. Could be the feed or something he is around.

check the ears.
sometimes a ear infection will make a dog scratch at the ear, while at the same time scratching the areas around the ear causing hot spot. good luck
