looks like just a scar result to me, but if it has been that way since puppyhood, it's probably a mismark. Not a tri-color. I have seen 1 mismark similar in the show ring, and the dog was competing for BOB as a finished CH.

The rest of his coat looks liver not black. Wouldn't it need to be a B & W then have the flick of brown to be a Tri color?

My bro in law has a GSP that his liver tail has changed color a bit. Its now like a bleached liver looking color. I have seen it before.
