Start searching Craigslist for pigeon and quail sellers. Buy a trap and drive around the countryside, looking for places where pigeons flock. I found a particular farm where they flocked, and I gave my trap to a youngster at the farm. For a small fee, he trapped some and caught some with a fish net....

Don't underestimate a dog's drive and desire. I know a guy who hunts with three really small french brittanies, one of them being an extreme runt. The small one does all the retrieving. They fit just fine. But you'll find that, when using pigeons, it works best if you put them in with their head at the end with the release arm. Otherwise you have to bend their tail feathers around the release arm.

I went through the same thing -- tons of wading, treats, etc. She'd get in chest-deep, but wouldn't swim. After two bumper tosses with my brother's water dog, my spinone was jumping right in and swimming right along.
