Powder coat is weak at edges by nature. During the cure phase it tends to flow away from edges leaving the coating thin there. That weak point is where corrosion starts. Once you get under the coating powder coats are very weak and quickly fail.

When I was raising birds, I used 15 # tar paper. It is cheap and easy to roll up and dispose of. I dont recommend wood chips or shavings, they will peck at them and sometimes can't pass them and die. The tar paper also gives them a good grip to avoid spraddle legs.

I believe it is hereditary. Whether a pup inherits it would be as random as inheriting any other trait. I have a friend who has a dog that head cranks and neither parent does it but the mother comes from a line that has thrown head crank so it was in there somewhere.

That is why you don't throw one out just for a bad bite if it had several other traits that get you closer to perfection.
