Neutering does not curb aggressiveness. Aggressiveness is a result of the dog's environment. It is the result of poor training from the owner. Just like kids, the puppy will learn bad habits from the older dog.
You will just need to re enforce every command and let them both know that disobedience is not an option.

The best way to snake proof your dog is to use an e-collar. Let the dog get wind of the snake, as soon as the dog shows interest in the snake hit the stim button with the highest setting. Then stand on the other side of the snake and call your dog to you. If the dog starts toward the snake, let him ...

A electronic collar is the best tool for the quickest method to correct that behavior.
Continue to use the whistle. Blow it before using the collar stimulation. Then he will learn the whistle is the warning to obey and the collar stimulation will follow if he fails to obey.

I've been looking for panels, but the prefabbed dog fencing is extremely expensive. A few sticks of 1x1 steel tubing and horse panels will be a lot cheaper and better than the prefabbed stuff.

Many trainers use a second cord under the belly to do as you described. Another method is to use a 10 foot cord, it goes from the collar, along the back, loops around the girth, tie a knot, then back to the trainer. That way you only need to keep the one cord.
