Another thing you can add to the barrel is add a wood roof to it. I bet they will stay on top of it as much or more than in the barrel. I have some portable kennel with barrels in Texas. Can you raise it off of the ground so he can't get to it? I have all of mine snapped to the fence a couple of feet off of the ground. The bucket I use are 6 qt so not as heavy as a 5 gallon bucket. Even though they don't pee in them I dump them and give them fresh water every day.

I build them myself for just a few dollars each. You could take the photo to a local welder and he could build you one for a lot less than ordering one.
