Just got a response from my workplace. They said no. Reason is same as for geese on the property. They are pests but they cannot be trapped so same rules apply for pigeons. Oh well, can't say I didn't try.

Thanks for all the great advice. Guess it's time to hit the grouse woods. I'll have better luck finding them than pigeons. I did not have any success with my pigeon trap. I resorted to catching them in barns. Not even sure how to begin catching them under bridges without attracting a lot of negative attention. When I used to live in California you would always see pigeons nesting in palm trees.
